NCC Launches Free 100MB Daily Data for Educational Platforms Across Nigeria

The Nigerian Communications Commission (NCC), in partnership with the Association of Licensed Telecommunications Operators of Nigeria (ALTON), will begin the rollout of its Zero Rated Data Access to Approved Educational Platforms and Content Initiative on October 1, 2026.

The programme is aimed at reducing the cost of digital learning by providing eligible users with free access to approved educational platforms for studying, research, online courses and other academic activities.

Under the operator-sponsored model, eligible learners will receive up to 100MB of free data every day to access designated educational platforms.

At the full daily allocation, a learner could receive about 700MB of educational data each week, approximately 3GB each month and up to 36.5GB in a year.

The NCC said the initiative supports its mandate to promote modern, universal, efficient, reliable, affordable and accessible communications services across Nigeria.

Speaking ahead of the October 1 rollout, NCC Executive Vice Chairman and Chief Executive Officer, Dr Aminu Maida, said the programme is part of wider efforts to expand access to digital skills, knowledge and educational resources while supporting human capital development.

Maida said the significance of the initiative goes beyond the 100MB daily allocation because of the cumulative impact when the programme reaches millions of learners.

“One hundred megabytes of data might sound a little, but when you look at it over a month and over a year, and cumulatively over the millions of learners and students that are going to access it, it’s really a significant investment by the industry towards the future of this country.”

He linked the initiative to the Federal Government’s broader economic development agenda, saying investment in education and skills would be important to building a more productive workforce.

According to Maida, improved connectivity can also help reduce disparities in access to educational resources by allowing learners in different parts of the country to connect with teachers, learning materials and other knowledge resources regardless of their location.

He described the programme as a strategic investment in both Nigeria’s future and the telecommunications sector, arguing that better access to learning could help produce innovators and skilled workers who would contribute to economic growth.

“If the economy becomes more productive through these people who access these educational platforms, they are the future innovators in Nigeria, they are the ones who are going to come up with ideas and become leaders of tomorrow.”

Maida said the initiative should therefore be viewed as a long-term investment rather than simply a short-term data subsidy.

On the industry contribution, ALTON Chairman, Engr. Gbenga Adebayo, said telecommunications and technology companies had committed financial and in-kind resources estimated at almost ₦200 billion for the initial pilot involving 5,000 learners.

Adebayo said the figure takes into account the value of the daily 100MB connectivity allocation, network resources, devices, terminals and other support provided by participating industry stakeholders.

He explained that telecommunications operators would absorb the cost of the connectivity and network capacity required to provide learners with access to the approved educational platforms.

According to him, the initiative has attracted participation across the technology ecosystem, including telecommunications operators, original equipment manufacturers, TowerCos and other technology companies.

Adebayo said the value of the programme should not be measured solely by the volume of free data provided, but also by what learners can use the connectivity to achieve.

He listed activities such as examination preparation, research, digital skills development, online learning and participation in the digital economy.

“This is a partnership in the truest sense: Government provides the policy and educational framework; the regulator provides coordination and oversight; telecommunications operators provide connectivity and network resources; while OEMs, TowerCos and other technology partners contribute devices, terminals and other critical resources.”

Adebayo also called for wider stakeholder participation, noting that connectivity alone would not resolve all the challenges facing digital education.

He said access to suitable devices, relevant educational content, reliable infrastructure, digital literacy and sustained investment would also be necessary for the initiative to deliver lasting results.

The ALTON chairman said the telecommunications industry was prepared to support the programme as part of its contribution to national development.

“Investing in education is investing in Nigeria’s future and the telecommunications industry is putting its resources behind that future,” Adebayo said.

ALTON and its members, he added, would continue working with the Federal Government, NCC, Federal Ministry of Education and other stakeholders to ensure that the initiative produces measurable educational outcomes.
